The bill of material is the project
Every manufacturing implementation is a data project with a software component. If your BoMs are documented, accurate and current, the build moves quickly. If they exist as accumulated experience on the shop floor, capturing them is most of the work and should be priced as such.
We say this before the proposal rather than during the delay, because a plan that assumes clean BoM data and then discovers otherwise turns into a schedule nobody agreed to.

Sending material to a local workshop for machining, coating, printing or assembly is normal here, and it creates the question most spreadsheets get wrong: the material has left your premises but it is still yours, and it still has value.
Odoo handles subcontracting as a defined flow, so material out with a supplier stays on your books, comes back as a different item, and carries the processing cost. Without that, work in progress simply disappears from the stock position for a fortnight.

A production cost that includes materials but not labour, machine time or scrap is a number that flatters. Priced against it, a product can be sold profitably on paper and unprofitably in fact for a long time before anyone notices.
